united nations.

the country of alpha invades its smaller neighbor, the country of beta. 
the alphans defeat the betans and take over. 
at the demand of the betans the un security council is called into an 
emergency session. 
charges of aggression are made against the alphans. 
the betans demand that the alphans withdraw their troops from beta and pay 
for the damages. 
however, the alphans have a strong ally on the security council. 
it is one of the permanent members. 
when the rest of the security council votes to condemn alpha, this one 
friendly nation vetoes the resolution. 
so the security council takes no official action. 
in other words, the security council, which is supposed to keep the peace, 
often takes no action at all. 
the veto holds things up. 
let us suppose that the resolution is adopted by the security council. 
it has not been vetoed. 
alpha is ordered to withdraw from beta. 
nevertheless, the proud, angry alphan government pays no attention to the 
un order. 
it continues to do as it pleases. 
words are not going to stop the alphans. 
this is another big problem of the un . 
the nations of the world do not always obey the decisions of the united 
nations. 
if an order goes against the interests of a particular country, the 
government often does not obey it. 
it refuses to give up any of its sovereignty to the world government.
